2004 cavalier breaks freeze in reverse?

fwd, 2.2l, 70k miles, drums on back, drives fine in drive but in reverse the back right wheel will freeze and not move. ideas? took the wheel off and it looks alright. the drum is a little rusted.

Sounds like the handbrake is sticking.
Maybe the cable is frayed.
